Newco Products recommends that when you go through all that work to do a Valve Shim Adjustment, to replace all the shims. Even if they measure properly, the hardness wears away after many miles. The insurance is that if you replace all the shims, your camshafts will live a long time. Neil was taught this way, and his customers are very happy he saved them money and time. Never trade places with used shims, nor ever flip them; this damages the valve stem.
